Jeanne Williams
Independent Real Estate Consultant with megAgence 7 years of experience License No. CPI 7201 2016 000 005 715 Company ID 809 397 201 00025
Bonjour! I’m Jeanne, an independent real estate consultant with megAgence. I work with Chinese-speaking and international clients on property purchases, sales and investment opportunities across France, particularly in Paris, Lyon, Annecy, the French Alps and the South of France, while also assisting with property projects in other regions depending on my clients’ needs.
I have lived in France since 2003 and began working in real estate in Paris in 2019. Living in France for many years has given me a deep understanding of the French way of life, administrative system, business culture and property market. Over the years, my work with Chinese-speaking and international clients has also given me a strong understanding of the challenges they may face when navigating the French property market in a different language and cultural environment.
My approach is based on clear communication, transparency and personalised guidance. From understanding your needs and selecting suitable properties to viewings, negotiations, transaction coordination and the notarial process, I aim to make every step as clear and efficient as possible.
I believe good real estate service goes beyond completing a transaction. It is about integrity, responsibility, sound judgement and trust. My goal is to understand each client’s perspective, help them make informed decisions and be a trusted real estate advisor they can rely on in France for the long term.

Why Trust Taiwan Housing?
Taiwan Housing is not a real estate agency. Our role is:
- Assisting Chinese-speaking buyers in understanding the French home-buying system
- Connecting them with local real estate agents after confirming budgets and timelines
- Avoiding unsuitable cases that waste each other's time
Founded by a French entrepreneur and a Taiwanese co-founder, long-term residents abroad bridging local expertise and cultural understanding.
Our goal is to help Taiwanese and Chinese buyers enter the market more safely.
Buying property in France: How it really works
Buying real estate in France is very different from Taiwan. The process is highly regulated, slower, but also legally secure if done correctly.
Typical steps:
-
1Property visit (in person or remote)You can visit in person or view remotely, depending on your availability.
-
2Submitting a Written OfferAll offers must be submitted in writing. Once the seller accepts, the transaction moves to the next step.
-
3Signing the Preliminary Contract (Compromis de Vente)This is a legally binding pre-contract. After signing, the buyer has a 10-day cooling-off period, during which they can withdraw without penalty.
-
4Financing finalizationIf a mortgage is required, this time is used for bank approval and preparing funds. The notary also checks property documents and ensures everything is in order.
-
5Signing the Final Deed (Acte Authentique)The notary oversees the signing of the official contract. After payment of the remaining funds, ownership is legally transferred.
-
6Registration and Post-Sale DocumentationThe notary registers the property with the land registry, confirming the buyer as the legal owner.
Can foreign buyers get a mortgage in France?
Foreigners can apply for mortgages in France, but the requirements are stricter than for local residents, usually requiring a higher down payment and complete financial documentation.
In general:
- A 30–40% down payment may be required
- Stable overseas income accepted
- Bank review time is relatively long
- French banks are conservative but predictable
- Mortgage duration usually 15–25 years
What helps:
- Clean income documentation
- International profile (Gold Card, overseas employment, assets)
- Local agent who knows which banks accept foreign buyers
💡 Many failed purchases happen simply because buyers talk to the wrong bank.
Taxes and fees you must budget
Taxes are involved both when buying a property and during the holding period, including:
Upfront costs:
- Notary fees: Approximately 7–8% for existing properties, and 2–3% for new properties (These include taxes, registration fees, and administrative costs.)
- Agent fees (usually included in listed price)
Ongoing costs:
- Property tax (Taxe Foncière)
- Rental income tax (if applicable)
- Capital gains tax when selling
📌 France is generally transparent with property taxes and fees — but misunderstandings can be costly. About the cost, are you unsure how to allocate your budget? Use our cost of living calculator to get a clearer picture of local expenses.
Mistakes we see too often
-
Buying based only on photos
-
Underestimating the overall cost of purchasing a home
-
Ignoring building regulations (PLU)
-
Overestimating rental yields (Investment)
-
Choosing agents who don’t speak English or Mandarin well
-
Not understanding co-ownership rules (Copropriété)
